Can this pump be used in line? Not submerged.

Yes, it can be used in-line instead of submerged. This picture shows it with the cover removed and the inlet exposed (with a tubing adapter fitted):https://images-na.ssl-images-amazon.com/images/I/31y4ENCSapL._SX355_.jpg

What are the physical dimensions?

I would not recommend this pump I had it in my pond for less than a month and it no longer works. The flow rate started dropping from the time I turned it on all the filters were clean so it wasn't because it got clogged up.

Do I also need a areator if I'm having fish in the pond?

it depends on your pond size and fish quantity. also if you have fountain or waterfall, most likely you don't need a pond aerator.

about how much does it cost to run this pump per hour or day

the tag on it reads 4.5 AMPS.....times 120 VOLTS.....540 Watts (not less than a 200 watt bulb)
