We've found the elite series to be pretty compatible with the standard darts, except when the gun has magazines. So, this one should be fine for you.

Would the "bullet" be sufficient to deter a cat on my counter, but not hurt them?

It definitely won't hurt cat. Deterring depends on how both your cat is. They are really tiny. It's about the size of your index finger and super light.

It never jams. The darts just slide in and the air shoots it out. We have had no problems at all with the mechanics of it.
