Are these charcoal or hard pastel pencils, or a mix of materials?

It seems like the darker and more muted colors have charcoal mixed in, but the lighter colors are pastel pencils.

Are these pencils smudgable?

They are harder than traditional charcoal pencils and are resistant to finger smudging. The edges are able to be softened somewhat with a tortillion. They are nice for detail work.

Can I use workable fixatif with this medium?

I would assume you would be able to, but most fixative sprays tend to lift charcoal
