How many do you get? The description says 36, but the box says 12.

This looks like a case of "how was the item priced"? I've never seen more than 12 per box unless one was purchasing the longer ones and the shorter ones together. If the price was a higher price, then you should have received 3 cartons/boxes of 12 each. I hope this helps you.

Do they have to sit out in the sun first?

There is no effect on them being exposed to sunlight. They are just glass. That being said, the are truly pretty on a Christmas tree. The twisted shape reflects the tree lights and sparkle as you walk past. My tree always has one dozen or more sprinkled around the branches.
