is this filter the same as a Fram c3p filter?

Yes. This filter will fit the 9,2,and 8N tractors. 9N 1939, 2N 1942, 8N 1948. These are the years that these tractors first came out.

Does this filter fit a Ferguson TO20?

I truly don't know. I bought it for my 1951 8n. I suggest you measure the old filter--if you have it-- then match the measurement of the new filter. That's what I did.

Will it fit 1949 8n? Someone said it doesn't fit his 48

It will fit any 8N with a canister type oil filter. Not a spin on modern type. My 8N is a 48 and it fits perfect.
