No. It doesn't have a locking mechanism. The Petzl Pro Traxion would be an example of a locking pulley that could be rigged to allow you to ascend. With most locking pulleys for climbing, be sure your rope diameter is compatable with your device, avoiding damage to the rope, the device, or you.

How smooth does it perform when pulling a cable through it? Considering using it to make a home pull down weight contraption.

I built a rack to lift my sausage up to the ceiling and it works great, but I used rope. I would think the cable would have a little drag unless it's a soft cable.

Does the pully have bearings?

It states on this page that it has dual stainless steel ball bearings. So, ignore the comment about "linear" bearings (there is no such thing).
