I see conflicting answers. Is it or is it not a pump?

Originally, about 2 years ago, the pump was available, but I haven't been able to order it since. Currently the aerosol "mist" is what I get and that's okay. Looking at the Amazon pictures I think the pump has a smaller plastic cap and the mist a larger-full sized one. Last time I ordered the pump I waited several months and never did get it.

Can you spray this on dry hair?

I would put it in a zip lock bag and send it back as I do any other item I'm not happy with. They have stores that accept returns easily. Go on Amazon's website. Click on RETURNS and it will explain how to return each item and where to take it.
