Can this charger be left on 200 amps as needed?

No the this unit will produce the 200A for about 10 sec and then needs to cool down

What charger is recommnded that can deliver 200amps for 15 mins ?

Unfortunately, we do not carry a charger that will provide 200A for up to 15 min

Is there a power button anywhere? this maybe a doa (dead on arrival). unit not turning on, no buzzing noises, no wattage running...

The timer & voltage control both control on/off . If the unit it switched to a 10 volt charge , there is little noise . Higher the voltage more noise you will hear

Does the timer have a hold position or does every charge have to be timed?

The SC1446 timer does not have a hold selection.
