Will this fit on a Regency hand wash sink?

Yes; it is very easy to install;,and very well built

How can I purchase the garden hose adapter?

I ordered one from Amazon (cut and paste below description into Amazon search bar). 3/4" Female Hose x 55/64" Male Chrome-Plated Brass Laundry Faucet Adapter ($6.00).

what is the protocol for cleaning this? Thanks

Recommend monthly operation for at least one continuous minute.

What are the red things for?

Those are the caps--they are shown off so that the eye wash does what it's supposed to and emit a stream of water that one can put their eyes into. When those nozzles are capped & the faucet is in the right position, water doesn't come out.
