The pocket is 13 inches tall X 10.5 inches wide

Q: What does it mean by having a security cord? I am looking for a bag that a lock can be put on to prevent use from others.

That is not what this product means by “security cord” it’s just a standard thumb action type lock on the drawstring cord.

Q: could it in laundy cart or as laundy basket liner?

I don't use it for that purpose but I definitely think that it could be used inside a laundry basket or as a liner.
