I know the description said it can’t be used for laminating sheets but has anyone had success with using it to make a laminated cover?

Hello, yes, I've used this with book marks or single pages I've laminated myself using my Scotch laminator and the pouches. I don't recommend using anything thicker than paper inside the laminating pouch on the edge you plan to punch, if it's too thick the punch will not work and you risk bending or breaking it.
