Yes, I have three- year- olds that can do it. Getting he paper in the puncher is the trickiest part. Also I would remove the plastic bottom that holds the shapes. This way they see the shape immediately. It is too hard for them to remove the plastic cover

Will the 1 hole punch cuts through leather?

No, it's paper punch and can't cut through leather, use normal craft paper thicknesss less than 2mm
