Does the balloon pop easily, especially outdoor? I am trying to determine what type of balloons are meant to be outdoors without popping.

No,they actually lasted a long time.

Why are the clear balloons so cloudy and how can I resolve this?

Because of what's inside of them. They're supposed to look like that!

So for confetti, the foil bits are already inside the balloon, and you inflate then static-charge it to make the bits stick to the inside walls?

Yes, the foil bits are already inside the balloon, after inflate then rub the balloon surface the bits will stick to the inside walls.
