Does this have flats on the shank for an end mill holder?

Not 100% sure, but the pictures don't seem to show any flats. Normally, this type of tool would be held with a collet (but the collet needs to be 25 mm / 0.98 in for this tool. - others can be 1 in or 3/4 in and if you don't use the right size it will probably slip).

Is it possible to use this in a small lathe if i have a milling attachment on my cross slide?

I haven't seen a milling attachment on the cross slide. My lathe / mill has a separate, rotating tool holder above the cross slide which can hold a milling tool while the cross slide moves the work piece horizontally back and forth and sideways under the rotating tool. I suppose if you chucked the milling tool and held the work piece on the cross slide, you could move it forward and back, but to get a wide mill area, you'd have to continually re-clamp the work piece higher and lower, but it might not line up with the previous passes.
