Is this a smart charger? 3.1 amps is too much for an iPhone. I am afraid it will damage it.

3.1 amps, is not too much, or too little for an apple, the device (the phone) presents a load, this consumes the power that it needs (meaning the phone) the charger regulates the 5 Volts, and makes the 5 Volts available at what ever current the device needs, with a maximum current of 3.1 amps. The phone cant tell the difference between this device and the wall charger at home

How long are the connecting wires?

Just long enough to reach from battery to handlebars with no kinks and cheating on the cable path on a 13 fz600r .. over 3 ft for sure
