Q: Person has thin short hair how is down secured?

It has two combs that hold the hair well and can be paired with hair pins to secure it even further on your head if dancing and other strenuous exercise is required (hair pins are not included in the package).

I found that odd too. But bc it mostly is flat- it’s after you put it on your head and tilt it up that it gives the look. Sorry yours was damaged.

Q: Is the crown made from plastic or metal ?

It is made out of metal. It is pretty heavy, and hurts your head, and pulls your hair as well. I don’t recommend this to buy. It didn’t meet my expectations.
