Would these tiles absorb some of the sound coming from my downstairs neighbor's apartment (loud talking, TV, etc.)?

No, they won't absorb anything. I tested them in various ways with a sound generator and a microphone. They show 0 db sound attenuation regardless of their arrangement. These are not soundproofing tiles. Don't waste our time and money.

my son plays xbox late and he gets carried away screaming the neighbor has complainted that he gets to loud will these help what they hear?

These foam tiles aren’t “sound proofing” Basically the tiles just help deaden the sound inside that same room. The outside of the room still of course can pick up the sounds but it’s just a more flat sound but definitely will NOT stop the sounds from exciting the room

Can I use panel adhesive to adhere these to a drywall ceiling?

You can use almost anything. I used Alien tape but this stuff has pretty good adhesion. Panel adhesive should work fine.
