2.29" seems too small to fit over 2" drain. Is the 0.145" on each side enough to sit over the drain and not fall through when heavy with debris & hair

Can confirm. There is indeed a gap, I had to go back to another alternative .

I have the Neodrain 24 inch linear shower drain w/ quadrato pattern. The grate lifting hook was lost. Will this hook work?

It should. The hook is more to lift the basket from the drain itself. The grate with the quadrato pattern is really just a cover on the tray and drain. I don't believe the grate is screwed on or affixed. My Neodrain is also 24 increases but is the solid cover. It can be lifted with any hooking-type wire.

what is the diameter below the outside rim? I am using this for a custom job and the basket portion below the rim must fit in a 2 inch hole diameter

Yes, it fit in a 2 inch diameter hole.

What is the easiest way someone has found to clean this?

Turn the basket upside down and place on a paper towel. Rinse the bottom of the basket under water. The hair will wash onto the paper towel, no picking the hair out with tools.
