For what purpose this instrument is made , is not understood. What is it's utility ?

In a turntable there’s cartridge n stylus (needle) and every needle specs a weight specified onto the lp. It may be 2grams or 3 etc. if your needle says 2g then after your calibration check with this instrument to see if the download pressure is 2g for accuracy checking

What does it mean when the scale reads full?

You have exceeded the scales limit.

Will this work on my Audio Technical 1240?

It worked on my Audi’s Technical.... I just put the needle on it to get the weight of the tone arm
