What does it mean by difficult to lock hair?

I don't use this product to lock my hair I use it daily to oil my hair.I use the Mango & Lime Locking Gel to lock my hair after I wash it.

Can I use this product for comb coil?

I do my own hair. This product works well my my love. I would suggest you contact the manufacture about this specific question. Good luck.
