Will this screen protector provide a slittle more drag on the pen? I don't like writing on the screen because it's too glass slick.

I believe it does. I agree, writing on the screen was too slick. The cover is a lot more comfortable to write on. I have noticed that it is a tiny bit less sensitive to the pen (still just as responsive to touch and mouse). I LOVE IT.

How does this screen protector fit both the surface pro 3 & the surface 3 considering that they are different sizes?

I have the Surface Pro 3 and it fits like a glove. I'm not sure what the size of the Surface 3 is but if it smaller than this kit will not work.

How well does this protect against impacts such as dropping it on the screen?

This product is more like the screen protector you would buy for your phone, tablet, or other devices that you touch with your finger or stylus. It is just a thin film that protects from fingerprints, scratches, and dust. We consulted our IT person to ask what type or screen protector we should purchase and she said this type of screen protector would be just fine since we are putting our Surface Pro's in protective cases as well. So far, we have not experienced a drop or fall yet to answer your question fully. Hope this helps...

Does anyone know how well this works with the Urban Armor Gear case?

Not familiar with the Urban Armor case, but this is a microshield, same as for your smartphone. A thin protective, anti-glare covering.
