I need speakers for a 1997 crown Victoria front and back

I recommend getting some speakers

Are they like a box to make bass better?

I do feel like the bass is more solid and better and eliminates the "boxy" sound that the door enclosure normally produces. I think it eliminates undesirable resonances that distord the clarity of the sound. If I had to chose, I would install them again. One warning, they come in different sizes and you may need to cut them to fit your door cavity. When I cut the first baffle, it was a bit lose and then it produced an undesired vibration between the plastic of the cavity and the foam baffle where they were both surfaces were barely touching. To correct this, I cut the next baffles in a way that they fitted tighter in the cavity and eliminated the noise produced by the vibration.

In some vehicles where the speakers mount on a middle steel panel and the whole shebang is then pressed against a speaker grill molded into the inner upholstered door panel, check the clearance carefully, as it varies a lot and this little thing can add enough to make a firm panel fitment a bit difficult at that corner. You can always trim the plastic grille area. This is rare, but might be important.

Would I / should I use these if I am mounting the speakers in individual cans?

I've noticed less pronounced lower frequencies, which is ok for me in trade-off as I use it to combat damging effects of water leakage from a bad window seal. If by 'can' you mean a designated enclosure; I would skip this and line with polyfill if anything. In a bare door cavity you should expect achieve cancellation of the reverb from highs and mids bouncing off metal. These are essentially 'individual cans'.
