does this come folded

My order (from Forever Shredding) just arrived and was FOLDED, in four places, which made a mess of it. I'm sending it back.

Can you cut it with scissors?

It is possible to cut with scissors but it will be much more difficult than with a razor etc.Have a great day!

would this work with an 8 inch board

I do not know what a "pennyboard" is, thus I can not answer. Pieces of the grip tape have been attached to clean, smooth metal surfaces greatly to improve ability to grip same.
