Q: Are both sides meant to be cut on, or is it only the back side with the grid markings?

I have never cut on the other side! But it is made of the same material on both sides! So I guess you could cut on both sides!

One side is light blue and the other dark gray.

It is not for use to insert into a Cricut machine. It is a mat to use (on a work surface)when you are using a rotary cutter, xacto knives for cutting paper or other crafting materials, as shown in the product photos. It is one of the many items Cricut makes.

Q: Are they good self healing mats, or more decorative?

All I can tell you is I have been cutting on mine and it has yet to come apart.
