Can it work the other way, to connect an hdmi output to a displayport monitor?

"Telepear" is WRONG! The description clearly says: "Adapter connects a DisplayPort (DP, DP++, DisplayPort++) equipped laptop or desktop [this means the computer is the output signal] to an HDTV, monitor, or projector with HDMI input [this means the monitor or projector is RECEIVING the signal]....Transmits high-definition audio and video FROM pmy emphasis] your computer TO [my emphasis] an HDTV."

I need a dp "out" from a desktop computer to the hdmi "in" on the tv, if i read this correctly is this the correct adapter for my needs?

I use mine for that very purpose every day. At my work, we have tv's with hdmi cables in all our larer conference rooms.

Has anyone had issues with this not supporting audio? I can see the video fine, but sound is not recognized.

go to windows system...click sound...click troubleshoot..click the audio output source you want the sound to come from..audio enhancements click either yes or no....click play test sounds....click no i didnt hear anything and you'll likely get the response ..... try installing current drivers then restart. when you have...like i do...many possible audio output sources (tv, stereo, sound bar) windows doesnt always choose which output YOU want the audio coming from.

Will this adapter work with a displayport cable from my 4k hd monitor to my computer that has hdmi?

It will, but the DisplayPort provides a better resolution.
