Yes, they will relax with a couple of washes. They are a thicker, more durable fabric, so they do retain a little stiffness.

Q: what is the inseam length of the tall?

I am 5'8" with very long legs and short torso. These are about two inches longer than needed, but I fear the regular will be an inch too short. I really prefer a 32 inch inseam, which means I will need to get these hemmed or send them back. Tall pants have seemed to grow longer every year.

Q: Is the back side stretchy instead of string?

It's both. You have elastic but also a string.
