Can this be applied over capacitors on an ITX motherboard or should those be taped off as well?

Yes it can. It will work best if they are Surface Mount (SMD) instead of half inch or taller Caps. Please allow for drying time.

I plan to use this on a TV intended for outdoor use, does it cure transparent enough that if I were to spray the screen it wouldn't inhibit viewing?

Yes, not a good ideal. Its not that transparent.
