Yes you can dye your hair two weeks after (deposit only, not lightening…10vol developer) but I would AVOID henna dyes because Henna does interact harshly with many chemical processes and can absolutely fry your hair.

I wouldn’t recommend using it without the neutralizer since the chemical reaction won’t stop if it is not placed. This could really damage your hair.
