Will this hold a 32 oz. soft drink?

It holds 4 of my 20 oz cups but barely the 4th one doesn’t go down very flush but workable! Hope that is some help. I believe the drink would be taller than the caddy,but it should hold 1,don’t have one to check for sure.

Can you use this to carry two drinks, or does it needs to be full to work?

It will work with only two drinks, but seems to definitely work better with four.

Can a carry on suitcase handle be threaded thru handle and one side be used to hold takeout food bag and other side for drinks?

I think it can be done. I never tried, but I like this bag, quite useful to secure the drinks while on the move.
