Would this be safe to use wigh led strip in a 12v car? reviews says it's pretty thin?

No, it’s way too thin. This is essentially speaker wire. You need something like 16AWG. Google it to work out what amps it can pull.

Can we use this to charge the car battery? Outdoor?

It would be OK for a trickle charge but not a general charge. Its good for about 5amps but that's in open air. If you left the wire on the reel then it could get very hot. Best to check your charger and see how much current it will be supplying. Anything under 5A (off the reel) should be OK.
