I’m new to the rc world, so where would you plug in the battery power to this receiver, would it be in one of the 3 aux channels ?

Hi, you need to plug the ESC(electronic speed controller) in the receiver. Your battery power should plug in the ESC to keep the voltage.This R6FG receiver support 4.8--10v.

Hi, we've updated RC6GS V3 which support toggle dual rates while your are running. You just need go to the menu D/R to set a switch and specify channel value to control. All of 7 channels can be set.

Can i use this remote on a new bright 1/10 police car r/c with 49.86 mhz?

Sorry, you can't. This controller is a 2.4GHz transmitter, so it won't work with a 49.86 MHz RC car. You need to go for their factory transmitter with the corresponding frequency. And this radio can work with other most RC models on the market, like gas car, nitro, drifting car, monster truck, crawler, climbing car, engineering car, tank, RC boat, and more.
