Is this a silicone gel or more like an oil?

It is a silicone oil. We use an oil so that the product disperses easily under the belt. Gels tend to stay in a limited application area and do not migrate easily.

How is this any different from wd40 specialist silicone spray?

Lets talk about WD-40. The original WD40 has what is called paraffin in it (Wax) which will build up over time. So never use the original WD40  on your treadmill matt, or any other moving parts.
As for WD40 Silicone spray. This formulation is designed to dry after about 5-10 minutes, it's great for things such as key holes and similar things that would be subjected to freezing up.
However I also tried the WD40 silicone spray on a new treadmill matt that I replaced and because it dried it offered little to no lubrication for the matt.
So after making that mistake I had to clean everything and go with a liquid silicone lubricant that will not dry.
Such as the one that you are currently looking at.

Does this come with instructions on how to apply the oil and how much and where?

To avoid applying too much or too little lubricant, I would recommend practicing on a paper towel to get a feeling for the level of pressure and flow required, since the applicator will be under the belt and you will be applying the silicone lubricant "blind". The goal is simply a thin line, and better to apply too little rather than too much, since you can always repeat the process. Use a paint stirring stick or something similar to slightly lift the belt, and apply lubricant on the underside of the belt, in a line from the center of the belt to the edge on one side, repeating from the center to the other edge. Then walk on the belt at a low speed, moving from front to back and left to right to distribute the silicone. It worked perfectly on my Precor treadmill and restored the treadmill to like-new operation, smooth and quiet.

Is it cruelty free?

Silicone is a chemical substance which is not derived from animals, so the only cruelty would be the potential for an excessive treadmill workout.
