Can i cut this to smaller size?

The Bumkins splat mat can be cut.

Made in the usa or china?

Bumkins waterproof products are made in China.

Will it tear from the dog’s claws when she goes under high chair?

We have 2 small dogs with longer nails and have no tears. They are CONSTANTLY under the high chairs of our twins. It’s pretty sturdy. I do secure it with double sided tape though.

Is this mat completely non toxic?

It doesn't say. It says no bpa, no pvc, no phthalates.
