Q: What are the dimensions side to side and back to front of the leg's "footprint" in terms of the size tub it will fit?

This will fit ANY tube...legs are approx. 13 inches X 11 inches. I would think these are printed along with the other information.

Q: Does this hold water in the seat or leg holes?

No, it has drainage holes in the seat and the bottoms of the legs aren't water tight so water can drain. It's been working great for my mom after her back surgery.

Q: does water roll off the blue pad or does the seat absorb water?

It rolls off. The padding is great and so is the seat.
