are they safe to use in homeade hair dyes?

It won’t dye your hair but you can color your hair if you mix it in hair gel, but when you wash it, it’ll wash out

Will these pigments fade if used for applications that will be placed outdoors?

I’ve had some pieces I made inside but in direct sunlight for months and there haven’t been any changes in coloration.

Can you mix these without alcohol to make alcohol inks?

You can take epoxy and mix a small amount of mica and it will then become similar to alcohol inks, but it becomes a one time use (this is how I've made some of my tumblers). so just make small batches. Hope that helps some.
