Is this an on-demand pump?

Yes. Switch it on and it runs a little to pressurize the system then shuts off until there is demand, for instance when the spray wand is operated.

Can this be used to pump water from a 25 feet away tank to supply a sink in my summer camp....for washing hands etc, ?

I'd say yes. Depending on elevation difference between the tank and sink. Bigger difference = less water flow until gravity wins and stops flow.

You can use a car battery, or you can buy a 110 to 12v dc converter.

can I reverse polarity and run it in both directions?

I really don't think so. This is a diaphram pump , so there is no rotary vane to reverse the direction of flow.
