Does it work on cellulitis?

Cellulitis can be a pretty serious bacterial infection and in my experience treated with antibiotics or it can spread and cause necrotizing fasciitis and death. This is a topical treatment and cellulitis is in the inner layers in skin. So I would say no and see a doctor ASAP.

has anyone used this for rash on the upper chest?

I have used it for an itchy red rash on the inside of my elbow, yeast infection rash under my breasts, and I have even used it in the more « common” areas of yeast infection. Worked great in all cases. Never had to apply for more than a few days to get relief.
