Can this tool do relearn procedures?

Once the codes are cleared, the ECM should go back to default settings, then start the relearn process.

I am buying this as a gift. Will it hook up to a notebook? with or without windows 8?

This unit is a fake and the software will not work with it. So a Google search about this item and you will see what I mean. Having said that, it does work perfectly when hooked up to the vehicle. Just don't plan to hook it up to a PC.

There isn't a serial number on mine. Where is this number located on your unit? If it is the front bottom it isn't a serial number but rather an international compliance number.

It won't power up on the 9v battery, why?

Keep pressing the power button it will come on sometimes it doesn't but as soon as you hook it up to a car it comes on automatic as long as the cars dlc is working properly. But yes the power button kind of sucks just keep playing with like holding the button down or just pressing it. It works mostly though. If you can't get it to work then I'd contact the seller and tell them you have one defective.
