is the price for 2 bags ?

The price is for one bag. If you change bag size you will see the adjusted pricing.

If I buy the 150lbs bag, but do not fill it all the way, does the bag keep its shape somehow so I can still lift it, etc?

It would keep the shape of however much sand you use in it. So if you fill 100 lbs instead of 150 lbs, it'll still be useable but you're going to probably deal with having to lift the dead parts of the bag that isn't full of that makes sense
