Are these bolts supposed to come with washers? They are too long for 31.8 handlebars. Need either shorter bolts or washers to take up slack.

The bolt ' length is proper for the bar with 31.8mm clamping , we have tested them and always equipped with such bolts. If you need shorter bolts , you could exchange them or cut shorter, thanks

Is there a better elbow pad I can order to replace the ones it comes with?

Another reviewer recommends to replace the thin original pads with Profile Design F25 replacement pads or Cee Gees Profile Design F25 pads.

Do you have replacement pads for when these wear out?

Another reviewer recommends to replace the thin original pads with Profile Design F25 replacement pads or Cee Gees Profile Design F25 pads.

Is there a riser kit useful for this model?

The bar has some riser degree for your riding comfortably.
