Screws cannot be used for drywall right?

They could be screwed into drywall, but it depends on the weight on the shelf. I would use a molly anchor.

How many brackets should you get? Ad says 30 of of both pegs and screws, but I only got 15 of each. I returned and reordered and again got only 15 ea.

You should have 30 peg set with 30 screws. The pegs can be used on either side. It’s exactly what the ads says.

Will adding these to a glass coffee table increase the weight capacity of the glass?

Most likely. But lot of the weight is carried by the glass itself. Not just the screws.
