Is this safe to ran under the door ? Will Lightning strike it? Is it safe and will not start a fire ?

It's absolutely safe. Don't listen to those saying it isn't. The only concern is someone cutting your wire to disable the camera. There is zero chance of lightning strike/fire.

Question for Ring, can it be plugged into an outdoor covered outlet? answers to this question here are conflicting.

I installed a 4-plex outdoor water-resistant cover over a duplex outlet. Inside the extra space of the outdoor cover I am able to plug in both a manual timer and a 5-volt AC adapter plugged into it that connects to my LED candelabra. That might be a way to create the space you need to put your device inside an outdoor AC cover.

The output voltage on my unit is reading about 50 volts AC, instead of the correct 24 volts. Could this be normal?

Unregulated power supplies will read a higher voltage unloaded vs loaded.
