Q: Is this safe to ran under the door ? Will Lightning strike it? Is it safe and will not start a fire ?

It's absolutely safe. Don't listen to those saying it isn't. The only concern is someone cutting your wire to disable the camera. There is zero chance of lightning strike/fire.

Q: Question for Ring, can it be plugged into an outdoor covered outlet? answers to this question here are conflicting.

I installed a 4-plex outdoor water-resistant cover over a duplex outlet. Inside the extra space of the outdoor cover I am able to plug in both a manual timer and a 5-volt AC adapter plugged into it that connects to my LED candelabra. That might be a way to create the space you need to put your device inside an outdoor AC cover.

Q: The output voltage on my unit is reading about 50 volts AC, instead of the correct 24 volts. Could this be normal?

Unregulated power supplies will read a higher voltage unloaded vs loaded.
