Question 1

How many hours of daylight does this need for continuous operation?  I live in the North, where the nights get long.

I've had  a Tempest since it was first introduced. It's relatively easy to set up and maintenance free. I live in the Pacific Northwest and the Tempest is pretty useless during wintertime as the solar panels don't  get enough ambient light to fully charge. For the last year, WeatherFlow has promised a battery power pack accessory to mitigate this issue but they keep delaying its release.

Question 2

Other than the initial cost of the sensor unit, is there any on-going access fee or subscription charge that is required to use the system?

Question 3

We live in the mountains and frequently get storms with large damaging hail. Is the Tempest sensor warranted against hail damage?

I also live in the mountains but in the tropics so I cannot directly answer about hail.   I do however want to mention how in my opinion, their warranty is really, really good.   I had occasion where my Tempest was recording accurately but not keeping history.   Weather-Flow immediately sent me a new one, no questions asked, and indeed, did not even request that I return the faulty one.   Just a great experience and I'm sure they would give support in the case of hail.

Does this weather station measure to the nearest whole degree or tenth of a degree?

On the main screen of the Tempest iPad app and on my Apple watch the temperature is displayed as a whole number.  However, if you select the device on the main screen of the iPad tempest app you get more detailed information and on this page it displays temperature  as xx.x (i.e. in tenths).  Thus I believe the answer to your question is that it measures it to tenths of a degree although it displays it to the nearest whole degree depending on where you look.
