What can be used to protect this after being cut, so that edges and holes do not disintegrate or expand?

I personally would brush it with Modge Podge , this will seal it and be transparent also a bit if a skin to add strength

Yep, easy to carve with a sharp blade or hot wire cutter

What is the foam’s chemistry? eva, xps or something else? closed or open cell?

I’m not sure of the chemical make up but it’s hard knitted foam
