Is the brace hard or soft ?

It's soft with a stabilizer. It's good for sleeping if you tend to tuck your hands under your neck. The stabilizer is removable.

Can I place extra padding underneath?

The brace I have is the one with the pulley system (not Velcro straps). It doesn’t open completely but it can be loosened wide enough to insert some cushioning or small ice pack, if needed. I don’t think it would accommodate too much bulk but you can likely wrap a small ace bandage around your arm before inserting it into the brace. The pully system does allow it to be expanded enough for that. It would depend how large your arm is and how much extra padding you may want to add. Some but not too much.

can this be used with keyboard mouse?

My partner used this to recover from a small wrist fracture, right hand, and used it during computer work. She was able to use for both keyboard and mouse, but it slowed her typing speed.
