How to use for a 3 gallon tank for one fish?

I use Melafix when I am cleaning the pond. I take out 25 % water then add fresh water, then add the appropriate amount of melafix. It helps the fish adapt to the new water. Also helps heal any sores they might have. They seem to really like it. I also put in the appropriate amount of salt for them as well. Hope this helps.

Is this safe for mystery snails?

The bottle does not say that it will hurt snails. It has warnings for other things. However, we have not tried it in the bowl with the mystery snails.

it depends what the problem is, you are having. as if per advise on the bottle, it works for all these, and pumafix does also. these, or one takes care of some bacterial issues also. you can try on bacterial and if it does not improve move to an antibiotic, best from thomas labs on the net. these are good products and do help many situations. good luck with yours, my advise to you is what i do what these.
