It will keep you dry in a light rain. If you use it in a downpour, DON'T TIP it or it will leak through the air vent around the top. If you leave it upright it will be fine, but won't protect you from the sideways rain...

What is the diameter of the bottom stand? Thinking about putting it in a small boat.

It’s adjustable depending on the height or how stable you need it - I think it would work on a small type boat

It has a tripod to sit on top of concrete or asphalt. You may just want to weigh down the base if there is much wind. If you are on a soft surface, there are spikes that will help to anchor the umbrella.

Can I stick the stand in the grass on windy days?

Yes. There are anchoring pins to hold it down. It's still not strong enough to hold against a strong wind - you'd need to brace it a bit, but you absolutely can stick it in the grass.
