Does this cable also send power to the gps receiver?

It is hard to tell by the picture, but I think this cable coupled with another cable connects power to an external radio from an external battery via the 'pig tail' connector. The round connectors connect the radio to the gps receiver. Pat Stack with Seiler Instrument in St. Louis, MO is a good source for that kind of technical support.
