DOes this have magnetic hat?

No not only that but the hat do not stay on his head.

Is anyone else's pull string abnormally long? Ours hangs down very far and my son doesn't like it. Unsure if it is supposed to go back in his body?

The pull string should retract, I am surprised he talks if the string does not go back into the body. I would contact the seller.

Does he speak when the hat is removed?

No. He only speaks when the string in his back is pulled.
